Lions Multiple District 4 Website Multiple District 4 represents the Lions organization in 15 Districts covering California and an Administrative Office in Santa Barbara, California. MD4 is governed by the District Governors and Vice District Governors from the 15 Districts of California and is known as the 'Council of Governors'. The Council Chairman is elected from the preceding year's District Governors.
